In Spain (also EASA world) you get no exemptions, you have to do ALL the exams (including RT). It's not a big deal anyway, as you don't really have to study either for RT and Law and you'll be very familiar with the content of the rest of the subjects.

When it comes to flying, being an ATCO is a big bonus. Many learning pilots are more worried about speaking to ATC and procedures than with the actual flying.
