While I don't know what the situation was the other night, I doubt that 31/hr for DXB in itself would be causing us to "lose it". To be fair though, 31 into DXB plus all the extras (SHJ, DWC, even RAK and MIN) can put quite a strain on a very tight and complex bit of airspace. That is what is reaching the limit in my opinion.
