I would say: In Germany it is common to pay for your
first typerating within a company. When the company needs you on different types, they usually pay all further ratings. Not because they want to but because of german employment laws. When you change company, things may be different.
And regarding the bonding schemes: That was common here as well (and a real good thing in my opinion) until some dumbass idiots lawyered themselves out of their bonds to leave for greener pastures.
