Question Touch down aming point

Hello,

I was looking through my Jeppesen Airway Manual lately and found out that the 1000ft marker, as I learned in ground school, is actually a 1312' marker according to ICAO standards.

I've been using Google earth for the last our now with its measuring tools to measure the length from the beginning of runway to the aiming points and I found out that at the bigger airports surrounding me (Amsterdam, Rotterdam, Weeze etc.) the ICAO 1312' is in use.

But at my current training airport EHGG (Groningen Airport Eelde) the aiming point is at 1000' away from the beginning of the runway.

Why is it so, that some airports in the Netherlands are using the ICAO 1312' standard, and some are still using the 1000' point.
Does it have to do something with runway length perhaps? (As EHGG has a far shorter runway then EHAM).

I couldn't find anything about this phenomenon on the internet. So I hope there is someone over here that could answer my question.
