I have just completed SRG 1104 for conversion of my PPL to EASA. My PPL expired 9/9/2012. I am confused by the "English proficiency requirement"?

I thought I simply filled out SRG 1104 and sent in my original license and I was done? How does SRG 1157 come into play?
