But what on earth can he mean? As others have said there is no evidence, just an implication. But he wouldn't have sent the letter if he didn't have evidence. But where would public money have come from? Scottish Govt? Scottish Enterprise? An SG contract with AviaSolutions to promote particular routes to airlines? The Route Development Fund ceased in 2007 so there's no formal mechanism for doing this.

In any case, what possible benefit would any public authority (leaving aside local councils) see in switching the route from EDI to GLA?

Mr Dewar highlighted the role played by Glasgow City Marketing Bureau, which is funded by Glasgow City Council, to lure the airline and claimed Visit-Scotland was also involved.

The Glasgow bureau has confirmed it provided up to £40,000 in marketing support, which it said would help increase passenger volumes.
Marketing fund could mean anything.

I suspect that this would not be the deciding factor on the move but we will have to wait and see on the success of the route.
