Hmmm, only if it's a crosswind issue with no cloudbase/vis restrictions - for the normal westerlies, a CAT C aircraft needs to be comfortably visual at 1080ft to do the circling approach to 27 at Dundee, cf ILS decision height at both ends at Aberdeen 385ft.
