The rules you quote apply to commercial operations.
For a private flight the recommendation is that you use oxygen above FL100, but that's where it ends with a recommendation. As far as I'm aware there would be nothing illegal in spending an entire flight at FL115 with no oxygen.
Take aircraft performance into account though, very low pressure altitude.
