It seems a strange policy for LGW management to try and squeeze out an important tenant. Perhaps LGW management think that BE has nowhere else to go. To an extent, they're right.
The charges you see there are the standard published fees etc, which you need to make available fora public airport. They are like a "maximum price". For commercial users they are a starting point for a business negotiation.
New aircraft "list" prices work the same way.
