The BE route from LGW had nowhere near the connection possibilities (there were no BA codeshares on BE routes out of LGW at that time) as LHR-LBA will, and still achieved reasonable loads - beancounters at Exeter stopped it and the DUS route because of punitive charges against smaller aircraft (DH4s, AT7s) at LGW.
