if memory serves, a pascal is a newton divided by a meter square, and the runways for takeoff and landing are designated by ATC and I will make sure their use is (performance and limitations) acceptable for my aircraft (a 737NG). It did happen to me once, they gave me a non precision approach with an 800 ft MDA and ceiling was OVC 007. I asked for another approach and they did have to give it to me. I coulda shot it, but I knew I was going to go missed.
