Believe me or not, I am afraid there is no official document released!
It is DCA Malaysia (they themselves enforced this). At that time, there was a closed door discussion in Putrajaya. It was all about ($) business making issue, and Transmile started first not to renew expat FO contract.
Ministry of Human Resources or Immigration Department has no control for foreign expat FO coming to Malaysia. In fact, they welcome foreign expat pilots.
