AFAIK to
change issuing state you need to live in the one you are changing to. Does not apply if you do your license from scratch, i.e. a Spaniard living in Spain can do a CAA license.
Why would he want to do that? Both are JAR (and soon EASA) licenses, there's nothing to gain from a change.
