Or they could just discontinue the service, right? In a deregulated world nobody is forced to provide a service if they think it won't earn them any (or enough) money. Guess who's going to suffer once only one operator, the only one who is willing to put up with such nonsense, is left to provide such service and is thus able to ask any price they want for it?
