Agree with everything you've said. If you break the rules all the time, you're left with no margin to negotiate. Obviously too subtle for the dark blue and brown jobs.

Still, with it being a Navy aircraft hitting a navy ship, regardless of whether it was "Seaking hit boat" or "Boat hit Seaking", it's still the NAVY that screwed up!
