Harv's Air Flight School is pretty good. It offers online ground school which you can do at your own pace or a in class ground school which is 2 - 3 times a week. The online option is really good. It has instructional videos and quizzes for each section and then some practice exams at the end.
A lot of international students go there to do training. Some of them end up becoming flight instuctors there if you work hard.
They have 2 locations 1 about 15 minutes north of Winnipeg in St. Andrews and another about 45 minutes south-east in Steinbach.
