I think the point is these items (and fuel) are all a known weight (or should be), the only variables are things that aren't weighed (passengers and hand luggage). I have recently seen hand luggage weighed on Jetstar when it was thought to be overweight, although I think that's more about the grab for cash than concerns over effects on aircraft performance.
