BAA ABZ already have a system in place to increase the fire cat as and when required for ad hoc movements.
Doubt there will be any change until there is a regular operation with an aircraft that requires an increase in fire category.
There is no logic in increasing costs of running the airfield on the off chance that someone will operate a larger aircraft one day in the future.
