Yes, I'm afraid they do. As a practical exercise, try getting that info directly from Eurocontrol rather than going through Jeppessen. Repeat exercise with FAA data for comparison.
If OP feels RR is expensive, why didn't he use Jeppessen to start with? Possible reasons: even more $$$, clunkier, just as inaccurate in other ways (e.g., terrain, airport data--the latter not necessarily their fault). And that's with the whole weight of Boeing behind it.
Small providers are doing what they can to provide a better service at the miserable price that most people are willing to pay, and Eurocontrol are actively attempting to thwart their efforts at every single step, instead of cooperating as they should.
Can't blame the OP for feeling he's not getting his money's worth, but the fault lies entirely elsewhere.
