Are you sure it was from Tenerife? In my experience (and I admit I could be wrong) TOM flights usually have a 4 number callsign (eg TOM 4033) rather than just 2, and the 'P' suffix with most operators indicates an empty positioning flight.
To passengers TOM flight have a 4 digit flight number on Intra-EU flights. Non-EU flights have 3 digits following the airline code TOM.
