You may check the FAQ's section and see how they used the term "essential" in answering one of the questions, "Do you need previous experience as Cabin Crew?" They answered, "Previous Cabin Crew experience is a benefit but not essential. In context, what they meant when they said "not essential" was "not necessary" or "not a requirement."
I believe when they say "fluency in Arabic is essential", it means they only consider candidates who are fluent in Arabic. It does not matter whether you're a foreign applicant or a UAE national, for as long as you can speak Arabic fluently, you will be fine.
