HFLY - FAA checkride in Europe
Yes, you can take your checkride in Europe. There is only one FAA examiner, and his name is Tom Houston. He's based in London but he travels throughout Europe (and Africa I think) giving checkrides. Look on the faa.gov website and you can find his contact info.
As far as TSA approval is required, you get that before you start training, so you should already have it.
