Hmmm split the troops by telling some, 'You're the good little people ... you're not like those other greedy cows" then threaten to Do 'em if the baddies don't stop rocking the boat.
I seem to remember the same thing 22 years ago and look what happened. Most of the 'good little people' still don't see who DID 'EM because they believe the lies.
