The thread seems to be bouncing between FAA and JAA - with references to a Frozen ATP. As already mentioned by riciardi there is no such thing in the FAA.
So suggest that the thread stays FAA focused as that is what it started out as or at least make it clear if asking about a different authority!

Do not forget that if this is your first venture into a FAA cert - even if it is at the ATP level and even if it is done outside the United States, you will need TSA approval for the check ride.
