Night flights in the UK must in flown in accordance with IFR, for good reason.
What good reason? Australian HEMS operate 24 hours IFR, NVFR and VFR, with excellent aircraft and crew training including NVG ops. VicPol (and others so approved) can operate NVFR on goggs down to (IIRC) 800 ft on Ambo and Police ops.
Victoria has 4 Bell 412 and a Dauphin for state wide HEMS, sometimes I think the UK and CAA need to get out into the real world.
