Simple answer. If the part A says 15 days, presumably the scheduling agreement says 15 days, and they haven't given a good reason for it being late, as of now they obviously don't need you for the first 7 days therefore 7 days off. If they subsequently roster you to fly a 4 day trip then that's 4 day off payments please.
