Understaffing has nothing to do with it, more ATC staff wouldn't increase the amount of concrete at PAP or the compliance of pilots.

"Airline crew" should not need to be educated on reading back "holding point" or vacating a runway quickly or when "cleared for take off" actually get on the runway and move, or taxi slot between 10-20 means you taxy between 10 and 20 etc etc etc
