Could it be that the more people who PVR, the longer it might take for any 2nd tranche to be decided? After all, if personnel numbers decline due to PVRs, there is no need for much of a 2nd tranche of redundancies. And as others have pointed out, PVRs seem to cost a lot less than redundancies.
