I have several friends here in Sweden who have done what you are looking for. I know that this isn't what you asked for but since Sweden is "nearby" I can have a look. If you are interested I can try to look up some information.
I know that you will have to finish a JAR ATP-theory course. And then skilltest for CPL IR ME. I think that it's up to the FTO to decide how much flight training is required. Also a JAR-FCL3 medical class 1.
If you do it in Sweden I think you will be looking at a cost of €15-20k
