calmpilot... a few thoughts from me (i've been looking into this myself also. Some of these comments are from what i've inferred on other pprune threads):

1) From what i've seen, the chances of you finding permanent employment in the Philippines are slim if you are not a Philippine citizen. Sure, i've seen many agencies recruiting expats for contract work and I imagine there will be expats pilots about, in permanent work who have plenty of experience but other than this, I think with zero hours (airline experience) prospects are not great (for the 320 anyway).

2) in line with (1), if your heart is set on Cebupac, the ATR could be an option.

3) I don't think you'll find any airlines in the Philippines commiting to employing you in advance from overseas, you'll have to go out there, get your rating and knock on a few doors.

4) Wouldn't restrict myself to Cebupac (even though it might be the ideal) - plenty of other A320 operators out there who offer good, if not better alternatives.

5) Linked to (3)... the only low hours pilots i've seen on schemes linked to A320 Ratings are MPL and/or other types of cadets.... so you'll have to pay for the Rating yourself with no potential job to go to.

6) Unfortunately (and this applies to myself also). If the age on your profile is correct, I think age is something you may want to consider and think about. In the UK, it is illegal to discriminate on age and there are no age limits on applications. On the other hand, i've seen in many other countries, particularly in the Middle and Far East, age restrictions applying on applications. Likes of Qatar Airways, Air Asia, spring to mind. On a more positive note, I have heard that Cebupac recruit ex-airforce pilots, who I would assume would not meet these limited age requirements.
