I don't think any privately held company has to open its books to the public. No owners other than family and maybe city(is Dubai a public open city or what privately held?)

Don't worry about where or how the expansion will take place. The real stop to expansion is airport capacity for departures and arrivals here in DXB. The local ATC says that it can only plan to increase takeoffs to around 8 or 9 more per hour in the next three to four years. No plans beyond 2014 to increase to more than 41 per hour. Right now it is said the capacity is 31 per hour, and that's squeezing it, given the radar capabilities (hardware and software). PRM approaches could be in the mix in a few years. Maybe tear down Al Qasais for a new runway or something. Maybe if DXB becomes ONLY EK and all others are forced south to Jebel Ali. We'll see.

Bottom line. These airplanes are coming faster than the available solutions to date. Just always plan on K5 on 12R. And it will give you a nice buffer for K1 or K2. Doesn't help a bunch on the Tardi where 10 miles in trail is the rule.

Disclaimer: Actual numbers above may be slightly off, but not the overall restriction coming forth. Perhaps some of the "tower flowers" or approach folks can elaborate better.
