doubt he was privvy to the ins and outs of the flight.
Airport company follow up all flights that land/take-off in the curfew period for an explanation from the operator as to why it happened, so he would have been in receipt of this from Qantas ops. Curfew is 0100 local with a 30 minute disruption period. To be another 17 minutes after that would indicate that the flight was always going to be tight to land prior to 0130, something Qantas ops would have known prior to take-off.

Residents pretty much dictate the safety of an aircraft
Aircraft can land in an emergency without penalty. Obviously this was not the case. Wellington is not the only airport in the world with a curfew.
