Where did they come up with the 'one aircraft taxiing at a time' rule? Is it from MATS or just something they came up with in Perth?
And if you're going to restrict the use of the taxiways to one aircraft at a time, why not just use RWY 21 with a shorter taxi time (i.e. 3-4 mins) and double the rate you can get aircraft away
