throw a dyce...all of the above is true, although I am not sure about the figure of 4000 hours. It wouldn't surprise me tho as some of the local controllers have hundreds of hours.
The problem with TOIL is that those who are still working here are afraid to say anything for fear of putting their next contract at risk and those who have left or are about to leave really don't care. - end result is that nobody challenges what is in all probability an illegal system, even by HKCAD standards.
it recently came to light that Govt. doctors had been refused their legal "one day off a week" for years until finally somebody said something. I'm surprised they don't have us working 7 days a week.
