A tactical waypoint (can be referred to as a floating waypoint) is one that is not part of an air route.

It will appear in databases (Jepp etc.) as a waypoint, and so is available to be flight planned and available to track to.

Quite a few of the waypoints used for flex tracks are this type.

In this case it is the entry point to one of the IFR training areas west of ADL.
