QF is 49% foreign owned and DJ is 51% foreign owned, until very recently it was 100% foreign owned. I think this is more a debate about the "shape" of the foreigners eyes, with a hint of another bias in there as well. Only room for two? Maybe! If DJ fails and all the staff are made redundant- stiff!! Likewise for QF and the potential start-up. John Howard has insisted on a free market, so he's gotten one.
