You will probably find that the rules were written in such a difficult-to-understand manner, that companies will need the assistance of CO2 brokers, charging a hefty fee for their expertise.

You will also probably find, that the people working at these brokers, are the same people who made the rules while in civil service a couple years ago....they of course understand them...
