FOI requests are only for public institutions such as Government, the MOD, NHS and the quangos that exist (hence British Waterways being included). Even then you can't be forced to reveal information that may be commercially sensitive.
FOI requests can't be used against private concerns like unions or companies in terms of them revealing information.
