the culprit i learnt about when i visited wpc was the document attestation. they want them to be attested by government officer only, an mbbs legally practicing doctor won't do. this was my problem. they sure would have saved me a hell lot of trouble by mentioning this in their letter or by answering my calls. oh another thing they DO NOT AND WILL NOT help you on phone no matter what.
lesson for all- make a trip to delhi and submit your documents personally had i done that i would have had my permit by now.
oh this also applies to the dgca documents.
