Have a look at Lufthansa Resource Technical Training (LRTT) they do self study modules for military personnel.
I have done a few modules there myself and while I believe the syllabus is far too narrow it meets the requirements and therefore will get you a licence.
I have no complaints about them and believe the costs are reasonable especially when compared with the likes of Eurocopter type training at GBP 600+ a day!!!!!!
