It works very well with the change managers who know what they are doing and have the experience with the organization. When you bring on a "professional" bookread manager with a shiny MBA and a gold tooth, who has read a few of the latest change management books in which it all sounds so easy to start by slashing 30%, then unless it's done correctly, you run the danger of doing just what Sunfish identifies. The good change managers are few and far between and worth every penny.
