Probably not true, there's a fair bit of UK based work - particularly flying instruction - do-able on CPL/IMC.
Not mainstream passenger flying however, almost certainly. Pleasure flights however should present no problem, crop dusting (anybody do that any more?), parachute dropping, test flying, aerial photography...
