Obviously something peculiar to Oz!
The MSA will
probably be more useful and allow a little more latitude until within 5nm of the aerodrome where 1500' AGL is recognised as the usual minimum circuit altitude (subject to "left/right circuit patterns only by night").
However, it is my understanding that IFR ops must cancel their IFR category, and declare VFR to take advantage of this - which is NOT permitted for operations other than PVT or AWK!!
In other words, IFR
commercial ops
MUST carry out an instrument approach at night, regardless of meteorological conditions.
