If you are unable to get hold of someone in the CEO department of DGCA to guide you, you should contact the AIU address and get yourself an "equivalency certificate".

IMO, you should have some luck getting an opinion from CEO. Even on the phone, they are more approachable than the DGCA HQRS people.
