That could get very expensive as an amendment is needed any time you change an aircraft or instructor! It will simply deter RFs from declaring changes!
Of course this could be the new EASA approval fee!
the CAA will review its arrangements for the oversight of RTFs to ensure appropriate private pilot training standards are being met. This review will be completed by the end of June 2010.
That should be interesting when they don't know who they are; the very reason there is no Doc 30!
