You might have missed the very subtle point in the report: aeroplane was washed contrary to procedures, without protective AoA covers fitted and that's whah caused 2 of 3 AoA probes to froze - literally. FBW airbi that are washed properly are so unlikely to stall in normal, and some not-so-normal operation like windshear and hard EGPWS, that they can be considered unstallable for all practical purposes.
