also, i cant even imagining them opening up a second runway just for the 1 departure
Exactly! They don't open up 23L just for one aircraft.
In fact 23L/05R can be made available (even when closed) for any a/c that requests it - although they are expected to have a good reason for doing so.
CX/China freighters etc have made such requests and been accomadated .. it may mean they have a short wait to allow a pre-opening inspection and traffic sequencing.
I have heard it turned down when requested once .... but the reason there for requesting was they'd programed for the departure and didn't want to change it
