Just tell em to pis off, these idiots have absolutly no power of any type what so ever. If they attempt to apprehend you you can have them charged with assult. If they are carrying hand cuffs without a fire arm chances are that they are just hanging more stuff off there already over loaded belt to impress, as they dont have the authority to use them (and in a lot of cases they dont have the authority to use all the other crap they cart around with them either like pepper sprays and all that).
they are just like you and me when it comes to the law, except they have specific permision to be on the premisis.
