Ryanair is under no obligation to refund the cost of a flight cancelled by the passenger for whatever reason. They should refund the taxes and charges, but their 'administration fee' will inevitably be greater than the amount due.

Presumably, your neighbours' parents can claim on their travel insurance? (Although it's probably hardly worth their while for what is almost bound to be a very small amount of money).
