POSSIBLE RTF would be done safely. As far as the money goes, your guess is as good as mine here, but it seems that the people in Le Bourget looking after F-BTSB seem to have found some. (They also have a supply of M2V fluid (goodness knows where they got that from !!), as well as ASTO 555 for the engines.
